plupload-rails3 is now available as a gem, and it now works on Rails 3.1.
Automated tests are still virtually non-existent, which was a result of me not having a good idea for a strategy on
how to test it in any useful manner. But after briefly bouncing ideas off of
Jesse Wolgamott last night at the HRUG meeting, I think that will improve.
If you have an issue or improvement, don't be afraid to let me know.

Does it support rails 3.2?

I don't remember anything specific that would cause it not to work on 3.2. There was an issue with 3.1 because it was such a drastic change from 3.0 (with the asset pipeline).
That said, I haven't had a reason to use it on a 3.2 project yet (which means I also haven't updated the test projects to try it on 3.2), so I don't know for sure.
If you try it out and it turns out it doesn't, feel free to open an issue and I'll fix it to work in 3.2:
